    She hugged him first in thanks for helping and just thinking how much she missed him during the Games.

    I think that Katniss hugged Haymitch first, because she felt she needed to thank him for all the help that he gave her during the games, and hugging him seemed like the least that she could do. Haymitch was her savior, even if he mostly only helped her to help himself.
